    I want to develop a web-based application, one of the function is to open(view) fax, is this possible?

    fax images use a winfax format that is not recognized by Web browsers. If you convert the image to a GIF format, it might be possible.

    Another option is to use the OCR before viewing

    that is possible, but usually the fax received and the OCR output are NEVER 100% accurate, unless the fax was sent by another PC and is using a simple font & design layout.
    Also the OCR technology built into WinFax is a few years old (Xerox Textbridge)
