I have finally solved this problem and it is so easy, just follow these steps
1.Close winfax pro
2.Open Control Panel
3.Open Regional and Language Options
4.Open the Languages tab
5. Uncheck the East Asian languages option
6. Apply the settings and reboot

This worked for me.

Moderator Update Note — Thank you for the advise we have determined this can work if you have “East Asian Languages” optioned turned on. This is not always the case for everyone, but if you try the WinFax Tools fix and it does not work for you, check if “East Asian Languages” is also turned on. Turn it OFF. Reboot, then you can turn it back ON (if you need this option)
