    Well, it turns out it wasn’t a software or modem issue at all. There was a bad cable pair that the phone company replaced.

    Correction, the speed is set as 19200

    The modem is a USR 5699B. It does have the latest drivers on USR’s website with a date of 11/18/2005. The settings for it in WinFax are set to a TAPI device with 2400 for the speed.
